Leon Saur served as Secretary General in charge of the International Relations of the Belgian Social-Christian Party between 1989 and 1995. He followed the tragic events of the Rwandan genocide and, on his request, testified before the Senatorial Commission of the the Belgian Parliamentary Inquiry concerning the genocide.

He has published several texts on the role that the Christian-Democrat International and, in particular, Belgian Catholic circles played in Rwanda. He is currently completing a doctoral dissertation in History at Paris I Pantheon-Sorbonne on the role of the Belgian Catholic community in Rwanda and its influence on the project of the Church for Rwanda.
